The present study question the role and the cultural actors’ contributions in the urban matters. Based on the cultural rights grid, the rights that constitute the new paradigm of cultural policies, especially in the Wallonia-Brussels federation, it question the operators’ share in the urban project and in the ways of thinking the city users. This study rely on different findings and hypothesis observed by the author and the scientific literature. The relationship of the territory proximity of the cultural actors invite them to have the knowledge and the high awareness of the territory that constitute the fundamental element for applying the cultural rights. The interactions with the urban space are sometimes intrinsic and direct, for the case of operators installed in the urban fallow lands. Those actors change the use of the places and contribute on the gentrification of the territory. The analysis which consist to observe that under the prism of cultural rights.
