The present study question the role and the cultural actors’ contributions in the urban matters. Based on the cultural rights grid, the rights that constitute the new paradigm of cultural policies, especially in the Wallonia-Brussels federation, it question the operators’ share in the urban project and in the ways of thinking the city users.
