The new partnership at CSL - Business process outsourcing supplier CSL signed partnership agreements with its two recognised unions - the public service union Unison and the Public and Commercial Services Union - in June 1999. The deals establish: a company-wide framework for consultation and collective bargaining, underpinned by a joint problem-solving approach: the right for union members at each business site where membership is at least 40% to elect a union member to represent them for collective bargaining at a new national forum; and a recognition by the unions that non-union members will be involved alongside men-ibers in new, inclusive employee-involvement structures. To investigate the background to the partnership and examine the innovative structures for consultation and negotiation, IRS Employment Trends interviewed the key players on both management and union sides. Our case study looks at the difficulties that had to be overcome in reaching agreement, and sets out the benefits the parties believe have resulted from the new arrangements.
