This article examines the German occupation of Belgium and Northern France in 1914–1918. Besides focussing on the occupiers’ motives and logic of action regarding their policy and practices, it gives an idea of the complexity of the occupier/occupied relations. It is argued that the former were determined by alleged and actual constraints of economic warfare, while the latter were marked by the uncompromising character of this conflict, which even demanded of the civil population to contribute to the war effort.
