Within the 16 provinces of the department of Cundinamarca is the Sabana de Occidente made up of the municipalities of Bojacá, El Rosal, Funza, Madrid, Mosquera, Subachoque, Zipacón and Facatativá, municipalities for which a conceptual framework has not been built to support theoretically and technically a baseline of local competitiveness that allows the strategic-competitive direction of the previous municipalities. Currently there are studies on competitiveness indices at the departmental level, as is the case of Cundinamarca, but very little work has been done on the theoretical support of a Competitiveness Index for the municipalities that occupy it, a situation that becomes the general objective of this work, which pursues a conceptual approach towards the construction of a Comprehensive Local Competitiveness Index (IICL) for the Sabana de Occidente in Cundinamarca. Each municipality independently and in a possible agreement with the departmental government seek to design and execute public policies that favor development and social and productive growth, without integrating the local context.
