The national food security policy achieved through self-sufficiency in food is illusory because it does not represent the actual conditions, especially at the regional level. Every year, there are always regions affected by food insecurity, even leading to hunger. The policies and programs of local governments to boost mainstream food production, in this case, rice, fail to meet the food needs of the community and the region. The existing food regulation regime is unable to consolidate the diversity of local food resources into the basis of national and regional food security that is inclusive. Instead, it tends to rely on uniform and exclusive food security, namely rice. This is contrary to the geographical reality of Indonesia, which is rich in diverse local food resources according to its ecological characteristics. This study aims to explain the neglect of local food in the framework and strategy of national and regional food security policies. Even though, at the level of ideas and regulations, local food is recognized, in practice, it is difficult to realize. This case study is conducted through a study of policy documents (food regulations), a series of observations, and in-depth interviews with policymakers in the regions and farming communities based on generational differences (those above 60 years old and those below 60 years old). Using Bourdieu's habitus analysis tool, this study finds a difference in food orientation strategies between the Food Law as the umbrella policy for food governance and the implementing regulations, namely, the Minister of Agriculture's Regulation as a derivative policy in building national food security. The Food Law is oriented towards inclusive food, which opens up space for all potential food diversity in the regions as a source of national food security.
