: Teacher empowerment is an effective strategy to produce professional teachers in islands area. This study aimed to obtain about the effectiveness of teacher empowerment in excellent schools of Sabang City. This study used qualitative approach and descriptive method. The results of the study showed that: (1) teacher empowerment in excellent schools in Sabang City was prepared based on need assessment, ability to solve teacher's problems in the field, and stakeholders' support, (2) the implementation of teacher empowerment in excellent schools of Sabang City has met the criteria of the implementation of an activity and it has implemented various strategies, (3) the local government and all related parties in the development of excellent schools in Sabang City had a high commitment to improve the education quality in Sabang City, and (4) teacher empowerment system implemented was the system that has been existed in the schools such as providing training, activating teacher professional development networks (MGMP), conducting effective learning supervision, giving opportunity for teachers to obtain a higher education and supporting teachers to participate in scientific meetings.
