Esta diferencia se debe parcialmente a las diferencias queexisten entre estos países en la fl exibilidad de las previsiones del Planeamiento urbano,más concretamente a la ausencia o presencia de temprana certeza sobre lascontribuciones obligatorias. Estas conclusiones están basadas en proyectos de reurbanizaciónde suelos urbanos que implican una recalifi cación del planeamiento urbano.Los datos estudiaos permiten además confi rmar la singularidad, en el contextoeuropeo, del Urbanismo español por tener la peculiaridad de fi jar el aprovechamientourbanístico en un estadio muy temprano de los procesos urbanísticos.
