In the Early Modern Period the representation of landowners on the regional water boards of Rijnland and Schieland changed drastically. During the Middle Ages the regional water authorities conferred with a broad and flexible group of representatives, delegated by local landowners, but these were dismissed and replaced by a small, permanent and elitist group of principal landowners.
