The system of education and vocational training of the Netherlands, which provides implementation of educational programs of various levels is revealed. Characterized primary, secondary education, primary and secondary primary school, secondary vocational and higher education programs, as well as general and academic adult education programs that are modularized . The provisions of the laws of the Netherlands: "On full secondary education", "On vocational education and adult education", "On Higher Education and Scientific Research", "On Regional Registration and Coordination", "On Student Financing", "On Professional Direction" , "On professions in education". It has been established that educational institutions and vocational education schools are united into regional vocational training centers. Thus, educational institutions in the system of vocational education combine training with practical occupations in the workplace. There are two options for vocational education: a) the practice is from 20% to 60% of the academic time; b) training as an addition to professional activity, according to which practice is not less than 60% of the academic time. Management in vocational education takes place vertically and horizontally. Horizontal management refers to the organization of internal management and control, and the vertical dimension means the accountability of the relationship between educational institutions and the Government of the Netherlands. It has been established that, unlike horizontal management and monitoring, vertical management exercises control over vocational education, verifies that legislative norms and quality assurances are enforced locally.
