This article, prepared by an international team of authors - researchers from different scientific areas, connected with ICT, e-learning, pedagogy, and other related disciplines, focuses on the objectives of the international project IRNet. In particular, the article describes research tools, methods and some procedure of the WP2: Analyses of legal, ethical, human, technical and social factors of ICT and e-learning development, and the state of intercultural competences in partner countries: Objectives, Tasks, and Deliverables as well as conceptions and schedule of an implementation of the WP3. The second part of the paper includes data from preliminary research. During the study and analysis of global (international) and local (national) documents as well as university documents Table 1,2,3,4 were prepared which set out a comparison of the legal factors of ICT and e-learning development in all partner countries, for example Poland, The Netherlands, Spain, Slovakia, Portugal, Czech Republic, Australia, Ukraine and Russia in the context of the IRNet project – International Research Network.
