Abstract: As in the Netherlands, Belgium has a tradition wherein the government was reluctant to take initiatives about citizenship education. The freedom of education, the system of religious education and a specific interpretation of the principle of state neutrality can explain the hesitation of the governments. Today, we have a new situation. In 2018 the Flemish Government and Parliament agreed to introduce civic and democratic education for all students in secondary schools.
