To guarantee both digital sovereignty and quality in reporting, evaluation and findability of Dutch research, Universities of the Netherlands (UNL) recognizes that research information (i.e. metadata on research activities, outputs and impacts, including information on research performing organisations and research funders) should be openly available and governed and controlled by the academic community. Within the Open Research Information Agenda, open metadata can play a role in several ways: as primary source for persistent identifiers (PIDs) and accompanying metadata for research output, both for direct filling of CRIS systems as for national systems such as UKBSis and a national PID graph, and as secondary source for enrichment of existing records (from CRIS systems), by adding missing PIDs and metadata.
