Many studies of the evolution of work times provide evidence both of converging trends within the European Union and of the persistence of significant national specificities. The level at which international comparisons are conducted will determine the conclusions of such studies, which will tend to emphasise one or other of these phenomena. Multi-level comparative approaches may be one way of going beyond this oscillation between the two interpretations.
