Belgian consociative democracy, an outline for the portrait of 'unsuccessful' federalism

The paper tries to mark basic characteristics of political system of Belgium, horizontal organization of authorities on federal level, as well as constitutional but also political contradictions affecting this country and threatening it with constitutional-political dissolution for more than a decade.
