In enforcing civil servant discipline, government efforts are needed by making various regulations that must be obeyed by all civil servants. Therefore, Government Regulation Number 94 of 2021 concerning Civil Servant Discipline as a replacement for Government Regulation Number 53 of 2010, including, is to regulate the obligations, prohibitions, and disciplinary penalties that can be imposed on civil servants who commit violations. But in reality, civil servants (PNS) in the government of Sabang City still commit violations of discipline. The purpose of this study is to determine and explain the implementation of the imposition of disciplinary penalties on civil servants in the Sabang City Government, and the causes of civil servants in the Sabang City Government committing violations of discipline. This research uses the empirical juridical method, which functions to see the law in a real sense and examine how the law works in the community. The results showed that the implementation of the imposition of punishment has been running, but in its implementation, there are still punishments that are not in accordance with procedures, such as related to the authority of superiors to impose punishment. The causes of civil servants committing disciplinary violations are due to leadership factors, individual factors, and environmental factors. It is recommended that the superiors of each agency pay more attention to their subordinates and provide solutions to the problems faced. BKPSDM of Sabang City can provide socialisation of laws and regulation regarding civil servant discipline so that it can create harmony in discipline and performance of civil servants.
