In Colombia, public policies for productive development and business growth are evolving towards new paradigms through the implementation of open innovation programs, which allow companies to stimulate collaborative processes in their interior and then with other companies, for which the national government created in 2012 an entity called INNpulsa Colombia, to promote business growth, foster innovation and high-impact entrepreneurship. In 2014 this entity implemented the “Colombia CO4” open innovation program and one of the relevant collaborative agreements was signed between Finagro and La Gran Colombia University of Armenia, to solve the challenge called FINAGRO, rather than financing. Based on the results of the open and collaborative innovation process carried out by the work teams of the two entities, it can be concluded that universities, companies and the State can find in this type of programs a strategy of integration and articulation for formulate and execute strategic projects for the economic, social, cultural and environmental development of the Colombian regions
