Breeze or storm? The European Reform Movement and Dutch Foreign Language Teaching, c1880-1920

The drift of nearly all publications on the history of Dutch FLT is that the impact of the European Reform Movement (c1880-1910) was insignificant. However, the question is on what information this notion is based. From the comments of a number of persons who published their ideas during the 1930s - some 25 years after the Reform debate had fallen silent - it appears that their knowledge of the historical facts was small.
