In short, Case managers have been hired in 5-6 PCSW (Public Centres of Social Welfare) to aim for a personalised approach through individual and collective support. The article situates this program in an overall complex public policy structure in Belgium and discusses the effects on empowerment through quantitative and qualitative methods. Results and recommendation adresses as well individual and collective social work as the local, regional and federal public policy orientations.
