The COVID-19 crisis enabled two Dutch frontrunners in open and online education to implement their lessons learned from large-scale online education, digital tools and methods on campus. The changes do not automatically shape a future that focuses on the best learning experience for different target groups in order to successfully reach the learning objectives and attainment levels. In order to steer towards that future, changes are needed in policy, administrative processes and rules and regulations.
