The spatial turn and the scenario approach in flood risk management—Implementing the European Floods Directive in the Netherlands

The European Floods Directive requires member states to prepare flood risk management plans for their river catchments. The first generation of those plans was just developed at the end of 2015; the next revision is due in 2021. The new instrument institutionalizes an ongoing paradigm shift from flood protection to flood risk management in Europe.
