At the beginning of the 20th century, in colonized Vietnam, F.-H. Schneider founded a Bibliothèque de Vulgarisation (popularization of Knowledge through collections of books and papers), in order to spread Western knowledge in French Indochina. Afterwards, the colonial power took over this private system for propaganda purposes. Later, in the 1930’s, French colonial power wanted to replicate the propaganda system the Dutch had deployed in the East Indies (Balai Poestaka).
