Stemplicht: voor of tegen ?

The Flemish Government has introduced a decree to abollish the obligation for all citizens from age 18 to register at the voting bureau of the municipal and provincial elections. This is presented as an improvement of democracy; the electorate will be free to vote or not. I discuss these arguments, and also research showing that the average non-voting citizen is young, has low schooling and low or unstable income. I ask the moral question: which kind of elections do we want?
