However, if the royal legislation regulated the situation for the future, it does not mean emptying the previous conflict. ; Le ressort du parlement de Flandre a suivi les vicissitudes de la guerre et des traités de paix. La frontière mouvante ente la France et les Pays-Bas méridionaux laissait les justiciables dans un doute permanent quant à la saisine d'un juge légitime. Les justiciables étaient face à un déni de justice car rien n'avait été prévu pour régler les questions de compétence juridictionnelle. Il fallut attendre parfois plus de dix ans pour que les justiciables pussent trouver une juridiction certaine et compétente. Toutefois, si la législation royale réglait la situation pour l'avenir, elle ne vidait pas pour autant le conflit antérieur.
