Rapid urban growth in the rural soils of the Sabana de Bogotá shows strong urban, social and environmental pressures. Suburbanization in the rural soils of this region promotes territorial imbalance and fragmentation in the territory, with consequences such as the scarce supply of public goods. Municipal revenues from land rents are not recovered by the municipalities in suburban soils, as there are no instruments to collect the capital gains generated by the urbanization process. The objective of this document is to evaluate the urban growth generated by the possible effects of urban development intervention in suburban soils and the way in which municipal public finances are affected. For this purpose, an analysis of regulatory scenarios is developed for the municipalities of Chía, Cajicá, La Calera, Sopó and Zipaquirá, where the aim is to establish the possible fiscal and urban development benefits of the generation of regulatory processes different from those currently in place. For the period 2021 to 2035, it is observed how local governments can finance the provision of infrastructure and public goods through the recovery of capital gains generated by urban development, creating better conditions for the development of the territory. ; El rápido crecimiento urbano en los suelos rurales de Bogotá evidencia fuertes presiones a nivel urbano, social y ambiental.
