Each of the three levels of government in the Netherlands, national, provincial and municipal, has an official who is the first to be addressed: the Secretary-General, the Provincial Registrar and the Municipal Clerk respectively. The positions of Provincial Registrar and Municipal Clerk in their systems are stipulated by provincial and municipal law.
