J.J. (John Joseph) 'Toby' Holland, a former Palmetto mayor and state legislator
J.J. (John Joseph) "Toby" Holland relaxes at his desk. Holland was a former mayor of Palmetto from 1975-1981 and State Representative of District 67 from 1984-1992. He was instrumental in the establishment of Emerson Point Preserve and the welcome center is named for him.
