JJ 'Toby' Holland, Mayor and state representative
This is a portrait of J.J. "Toby" Holland, a former mayor and state legislator at a press conference. Emerson Point Preserve's welcome center is named for him. He was mayor of Palmetto from 1975-1981 . In 1984, he was elected as State Representative for District 67, and served a total of three terms, retiring in 1992.
