Finally, facing the relative failure of socio-economic planning, the article also defines the foundations of an appropriate urban planning by focusing on three aspects : its main themes, its constraints and its instruments. ; Au départ d'une vaste enquête sur les comportements d'achat en Belgique, l'article analyse la répartition spatiale des principaux pôles commerçants belges tant au niveau des achats courants que des achats semi-courants. Il tente aussi d'en expliquer le classement, en confrontant les résultats pour ces deux grands types d'achats, et dresse encore un bilan de trente ans de mutations commerciales. Face à l'échec relatif de la planification socio-économique, l'article cherche également à préciser les fondements d'une planification urbanistique en abordant trois aspects : ses lignes de force, ses contraintes et ses instruments.
