This report summarizes a series of surveys, carried out between 2000 and 2002, on the way in which designers are chosen in different European countries, in terms of public architectural commissions. Beyond the debates and questions specific to each country, it highlights common subjects for reflection: the motivations of the project owner in the search for his partner(s), and in the choice of the procedure to be implemented; the repercussions of this choice on the management of the project and on the work constructed, the criteria adopted for the choice of the successful bidder.
