But the fact remains that the Dutch government, which held the presidency of the Council at the time, helped to pave the way for the opening of official negotiations in 2004. But of course, strings were attached: the Copenhagen Criteria would have to be met and in combination with the formula of the "open-ended process" it was clear that membership was not a guaranteed outcome.
