This thesis deals with the workplace parking regulation, regarding the office real-estate. Urban planner legislator, politicians, property developers, business managers are involved in the question of workplace parking standards. A whole panel of cross relations emanates from this issue: for the ones, these standards must be strongly regulated, for the others, the lack of workplace parking can hamper the development of the economic activity. Local traffic authorities have already a range of available powers to manage traffic. The experience has, however shown that existing traffic management measures are not sufficient to tackle the problem of congestion and pollution, in many case. And the situation can only be expected to get worse, given forecast traffic growth. Currently, demand for workplace parking spaces exceeds supply for most business. Public policy have competence to deal with these situations and to enforce restrictive measures. Restrictive standards enforcements raise some questions relating to the standards impacts. The effectiveness of workplace parking standards will depend on the form the standards takes. Authorities wishing to introduce legislation on workplace parking will have to be able to demonstrate that it is in keeping with the objectives and strategy set out in their local transport plans. The objective of the research is to show which consequences on the commuting mobility would be the workplace parking limitation. Could the public authorities break the logjam in urban areas during peak commuter times by acting on the workplace parking? And so, what would be the impact on the economic development? The aim of this research is to provide an insight into the impact of legislation aimed at restricted the amount of workplace parking. French cities case studies (Lyon, Grenoble, Paris), but also foreign ones (London, Brussels, Amsterdam) will allow to draw up an appraisal of the legislation.
