This dissertation is based on two research projects, of which the research questions directly proceeded from the innovation policy which was directed at school-based curriculum development. Chapter one gives an overview of the contents of the dissertation. The goal of the dissertation is to test the tenability of the theoretical, and frequently normative and prescriptive, ideas about the usefulness of school-based curriculum development for educational innovations which existed at different moments, by means of research.
