The article reveals the issues of legal support for the development of vocational education and training in the countries of Western Europe. The main legislative acts regulating the development of general and vocational education in Austria, Luxembourg, Germany, France were paid attention. Additional sources of law are described in terms of the functioning of vocational education and training.The peculiarities of vertical and horizontal management of vocational education and training institutions with the involvement of representatives of various public organizations, lands, cantons, etc. are revealed. The focus is on the interaction of the social partners in advising the Government of the countries on the goals of the development of vocational education and training and planning of resources for this.The attention was paid to the training of skilled workers (students, students) in the system of two-level apprenticeship and the development of a system of continuous professional education. Thequestions of professional training of the adult population for obtaining their professional qualifications are considered.The information about the professional orientation of students' education, starting from elementary school, is presented. The peculiarities of the association of educational institutions in the regional centers of vocational training are revealed. The emphasis is on the creation of new multi-qualifications for the industry, which will increase investment in the development of vocational education and training.The problems of vertical and horizontal management of vocational education are revealed.
