Various barriers impede this connection. Factor research provides a partial explanation of why so many G2G information systems fail. In this paper we take a broader perspective by applying process research to study eight recurrent problems of Flemish G2G IS in their dynamic context. We test whether Sauer’s needs and support-power analysis framework can provide additional management insights compared to factor based project management. Our results, based on interviews and focus groups, show that process management is better qualified for dealing with the dynamic context and interactions of Flemish G2G IS.
