This report summarizes a series of surveys, carried out between 2000 and 2002, on the way in which designers are chosen in different European countries, in terms of public architectural commissions. Beyond the debates and questions specific to each country, it highlights common subjects for reflection: the motivations of the project owner in the search for his partner(s), and in the choice of the procedure to be implemented; the repercussions of this choice on the management of the project and on the work constructed, the criteria adopted for the choice of the successful bidder. This report summarizes a series of surveys, carried out between 2000 and 2002, on the way in which designers are chosen in different European countries, in terms of public architectural commissions. More generally, this study focuses on the relationships established between project owners and project managers in the context of public procurement and the forms of negotiation and cooperation that develop there.By drawing on the experiences recorded during meetings between European public project owners previously organized with the assistance of the MIQCP, this study makes it possible to discuss the changes due to the evolution of the economic and regulatory context, observed during the last decade in the institutional structures of public project management on the one hand, and professional project management organizations on the other hand.In fact, beyond a strictly comparative analysis of the practice of the texts of the directive, it is the culture of each country in its search for quality responses to social expectations which is implicit in this approach. ; Ce rapport fait la synthèse d’une série d’enquêtes, menées entre 2000 et 2002, sur la manière dont les concepteurs sont choisis dans différents pays européens, en matière de commande publique d’architecture.
