The European Council met in Madrid under the Presidency of Felipe González, Spanish Prime Minister. Followed by a meeting of Heads of State and Government and Foreign Affairs Ministers of Associated Countries of Central and Oriental Europe, including the Baltic countries, as well as Cyprus and Malta.
