Rhetorical strategies of legitimacy and authority in times of Covid-19: The case of Belgian PM Wilmès

We analyze Belgian PM Sophie Wilmès’ first three speeches related to the Covid-19 restrictions in March 2020 as well as their press coverage. The rhetorical strategies deployed to foster authority and legitimacy in times of crisis are examined in the context of Belgium’s political culture of pragmatic realism in the face of a divided federal polity. Nous examinons par quels moyens rhétoriques la PM construit son autorité et la légitimité des mesures sanitaires imposées au public, en prenant en compte le contexte particulier de la culture politique belge. Wilmès construit un ethos collectif d’unité au niveau fédéral et expert, établit un lien d’empathie avec la population et appelle à la solidarité. Elle évite le pathos et la métaphore de guerre, utilise des arguments rationnels et construit un auditoire hétérogène.
