Evaluating the performance of means-tested benefits in Bulgaria

The paper analyses the performance of three means-tested benefits in Bulgaria. * We use individual and household level data and microsimulation techniques. * We find high benefit non take-up, inclusion of non-entitled or non-poor recipients. * The transfers have negligible effect on the poverty rates. * Our results are robust to potential benefit underreporting in the household data.
