Liberating HR change at the Prison Service - Earlier this year, the Prison Service in England and Wales published its first human resource strategy, following a process of consultation across the service that included a progranune of directors' consultations, meetings with representative groups of staff and a staff attitude survey. We review the development of the strategy, within which the main initiatives are grouped into four goals: to deliver professional personnel services; to bring in and bring on staff; to reward good performance and effectively manage poor performance; and to value all staff and provide a good working environment. While industrial relations in the service have been described as historically "not good", one key strand of the recent initiatives is the introduction of a new voluntary agreement covering the resolution of disputes together with new pay determination arrangements which, it is hoped, will create a partnership approach to industrial relations.
