Public sector pay in 1999-2000 - Public sector employees fared better in the 1999 pay round than in previous years, but the Government has so far failed to win widespread support for its plans to reform "outdated reward systems". Our annual review highlights the more generous settlement levels awarded in the 1999 wage round and, in the context of the Modernising Government White Paper, looks at some of the key developments relating to future pay and grading arrangements, including: the Government's commitment to introduce performance-related pay for teachers; . the establishment of a committee of enquiry into Scottish teacher's pay and conditions; . a review of pay and grading delegation in the Civil Service; . plans for a new structure for wage determination in the NHS; . publication of the Bett report on pay and conditions in higher education; and . the attempts by local authorities to get to grips with job evaluation under the terms of the 1997 singlestatus agreement.
